Robert Riggs was born in Decatur, Illinois. He was a student in the fine arts program at James Millikin University in Decatur, IL in 1913. Riggs studied at the Arts Student League in New York City from 1915 to 1917. He later moved to Philadelphia to work for N.W. Ayer & Co. Riggs traveled extensively around the world. When he returned he exhibited his paintings in various galleries in New York and Philadelphia. He also became a freelance artist doing magazine illustrations, as well as paintings and lithographs for advertising purposes.
