As Speaker of the Pennsylvania Senate, Morris, a Quaker, signed the bill providing troops to suppress the Whisky Rebellion. For this he was expelled from the Society of Friends. A lawyer and merchant, he was subsequently a director of the Bank of North America (1800-1806) and minister to Spain (1813-1815).
